UNEG Evaluation of the Pilot Initiative for Delivering as One UN
The Delivering as One (DaO) initiative was launched by the UN Secretary General as a follow-up to the High Level Panel on System-wide Coherence. Since 2007/2008 eight countries have been voluntarily piloting the DaO approach (a number of additional countries have subsequently voluntarily adopted the DAO approach).
At the request of the Chief Executives Board and the High Level Committee on Programmes (HLCP), UNEG conducted evaluability assessments through 2007 and 2008 in the eight pilot countries (see links below). These suggested that country level-evaluations be conducted to assess the progress made against the strategic intent of DAO, record achievements, identify areas for improvement and remaining challenges and most importantly, distil lessons that could inform decision-making processes at the national and intergovernmental levels.
As follow up to its resolution 62/208, the United Nations General Assembly at its 63rd Session reiterated its encouragement for the Secretary General to support the programme country pilots to undertake country led-evaluations, with technical support from UNEG. The country-led evaluations should also be considered building blocks for the independent evaluation commissioned by the UN General Assembly, to be discussed at its 66th session (2011/2012). Thus, the independent evaluation would be able to integrate the evaluative evidence from the country-level evaluations and assess systematic efforts of the UN and provide recommendations for decision-making at intergovernmental level.

One UN Evaluation System
The High-Level Panel on System Wide Coherence recommended that:
"Evaluation mechanisms should be established for transparency and accountability. A UN system-wide independent evaluation mechanism should be established by 2008, and taking into account the evolving role of OIOS, to monitor how system-wide goals are being delivered. A separate system to enable peer reviews across organizations should also be developed. A common evaluation methodology should be applied across the UN system by 2010 to permit benchmarking and inter-agency comparisons and facilitate exchanges of best practices." (page 41, para 87).
Sinc 2006, UNEG has been involved in preparing a proposal for a system wide evaluation mechanism which takes into account changes in the UN environment, including the TCPR, and to respond to specific requests from the High Level Committee on Management (HLCM) and the Chief Executive's Board (CEB).

Conducted between September 2008 and March 2009, the evaluation assesses the relevance and effectiveness of cooperation between South Africa and the UN system within the three-tier strategic policy priorities of the country: a better South Africa, a better Africa, and a better world. The final report was published in May 2009.
