Bio

- experienced evaluation manager and consultant, with more than 20 years experience of international cooperation in the multilateral sector (EU, UN), with experience in running an embedded evaluation unit for the UN Capital Development Fund - a specialised UN development finance agency working in LDCs, and as an independent consultant applying a range of evaluation approaches to development cooperation in a variety of sectors across the developing world (public administration reform, private sector development, civil society development). UNCDF Head of Evaluation since 2011.  

- Vice Chair of the UN Evaluation Group (UNEG) since 2020, with responsibility for Strategic Objective 1 of the UNEG Strategy 2020 - 2024: develop and safeguard professional norms, standards and guidance. Active UNEG member since 2011:  co-founder of the Methods Interest Group 2019 - 2020; member of the Peer Review Working Group; frequent presenter in UNEG Evaluation Practice Exchange meetings  

- academic training in economics, development management and European studies to postgraduate level; currently completing a part-time Doctorate in Public Policy and Research from the University of Bath

- professional training in evaluation from IPDET and the Evaluators' Institute

- good working knowlege of FR, IT, some SP, PL

- theory-based evaluation approaches to addressing complexity in market and policy systems in developing countries  

- evaluating the private sector

- real - time evaluation and performance-based monitoring applying an evaluative lense

- evaluability assessment as applied in an organisational setting

- financing the SDGs, particularly unlocking resources from the public and private sectors in LDCs, in line with the Addis Ababa Action Agenda

- professionalisation of evaluation within the UN system

- evaluation partnerships with the research community and with organisations interested in innovation in evaluation (methods, communication, data collection etc)

- support to utilisation of evaluation findings within organisational settings

- development finance and how to evaluate it, including impact investing
